Chapter Forty Six: Umbrella & Decibels
Within the Sovereign See of Dunster during those days, so many secrets abound. The land was magical at best, but the ecology to be found within its fertile lands was truly magnificent as it was originally intended before, with many of the people believing that this was a result of the permeation of the known elements that comprise the voluntary bonds of advances in Miracle Science.
And within this city of beautiful architecture where the majestic spread of trees and vegetation abound is where the "sleeping monster" is to be discovered.
The characterization of monsters is vaguely defined, though, and many rational souls hold their own version of such things individually diverse in variety and magnitude, from the physical characteristics to the intensity of its ferocity that makes something a bona fide monster; the two criteria of value that are being perpetually debated even by the most skillful novelists, competent poets, and the more talented short story writers.
The volatility of the same causes surrounding the circumstances of the vague state of the word, pertaining to the Monsters in particular, are to be, later on, defined with grace and careful consideration, just like when statutes define a commission of a crime, and such word is to be entered into with the same efficacious seal of the Lexicographers assigned at the Dystopian Prison.
For a while, even the Playwrights (before they were eventually outlawed) seemed very concerned in the efforts to fit a single definition to a controversial matter that it is doubted that a strict phrasing of the defined parameters will give justice and substance to the true essence of the word; yet, the issue did not receive enough attention so that theoretical assumptions may be tested in light of all the worrying circumstances that will ultimately haunt the Scientific Council.
For the Council, defining the infraction of a "Monster" in nature, with a dysfunctional certainty, clearly indicates an attempt to bypass current regulations and grant the Literary Committee some unsolicited powers in the administration of law and justice where, in the form of a treaty, they are forbidden to meddle with "political affairs" by virtue of the implementing rules of the Co-Occupied Territorial Agreement. It was then quickly decided without procedural difficulty that scientific testing and laboratory work must take precedence in determining, both logically and ethically, the extent and parameters of the monstrosity of a given criminal offense related to the controversial word.
Yet, this fatal mistake will prove later on to be the pretext needed to create unintentionally the power of producing impossible bonds from the execution of unregulated Agreements that catapulted the Playwrights into a very powerful sector within the territorial jurisdiction of the Dunsterite society.
In response to all shortcomings, the Umbrella & Decibels was an office enacted into law primarily to assist the Scientific Council in determining the presence of the elements of a Monster as vaguely defined by law, but the statute also requires the competency of the Umbrella & Decibels "to seek the assistance of the Literary Committee in competently ascertaining all technicalities that relates, directly or indirectly or both, to such meaningful determination, and any attempt to issue a declaration of the presence of a legitimate Monster."
